ECDL / ICDL & DigComp
ECDL/ ICDL is compatible with DigComp (The European Digital Competence Framework), with ECDL modules covering all of the 5 DigComp ‘competence areas’.
Mapping the ECDL programme to DigComp has been identifed as an implementation example by Joint Research Centre (JRC).
UNESCO report used DigComp to assess a range of digital competence tools. For each tool, it compared the learning outcomes against the 21 DigComp competence areas. Of all the tools assessed, ECDL had the highest number of learning outcomes mapped to DigComp.
ICDL Foundation has been an active stakeholder in development of this framework from its initial stages.
ICDL is an exemplary implementation of DigComp.

In order to understand what the key elements of digital competence are and how to assess it, the European Commission developed a Digital Competence Framework for Citizens – DigComp.
DigComp proposes a set of digital competences for all citizens to achieve goals related to work, learning, leisure and participation in society.
ICDL Foundation, the international operator of the digital competences certification standard ECDL/ ICDL - has been an active stakeholder in development of this framework from its initial stages, sharing our expertise in defning, structuring and assessing digital skills.
We have now carried out an exercise of mapping the ECDL programme to DigComp, which has been identifed as an implementation example by JRC.
DigComp helps organisations to identify digital competence gaps and understand how to fill them. As a common reference for digital competence in Europe, it also helps policy makers to develop policies on digital skills and competences and can assist education and training providers in improving the digital competence of various target groups.
Quoted in the guide from the European Commission, Frank Mockler of ECDL Foundation said, “DigComp helps those offering existing or new digital competence solutions, such as ECDL, by allowing them to map to a neutral official reference framework that has wide European recognition. This facilitates the communication of their features and benefits and helps identify gaps in solutions and priorities for programme development."
